This hadith is about the importance of finishing one's Ihram during the year of Hajjat-ul-Wada'. The Prophet Muhammad (ﷺ) ordered all his wives to finish their Ihram during this time, and when asked why he himself was not doing so, he explained that he had matted his hair and garlanded his Hadi, which meant that he could not finish his Ihram until after slaughtering it. This hadith teaches us that we should always strive to fulfill our religious obligations even if they are difficult or challenging for us.
