Witr, also known as the closing qiyamul-lail (night prayer), is a voluntary prayer performed by Muslims. It's a closing prayer, so after one perform witr prayer, one should not perform any other night prayer. Usually one perform witr prayer for closing his/her tahajud or taraweeh prayer. Witr prayer is consist of odd unit (rakaah) prayers, usually 3 units.
