This hadith is about the importance of wearing an Izar during menstruation. An Izar is a type of clothing that covers the body from waist to ankle and is worn by both men and women in some parts of the world. According to this hadith, when Prophet Muhammad's wives were in their menstrual cycle, he asked them to wear an Izar before fondling them.
