Take care of non Muslims , Observe conventions agreed upon with them , Do not over tax people beyond their capability

This hadith speaks about the importance of protecting non-Muslims who are under Allah's protection. Umar was instructing the new Caliph to observe any conventions that were agreed upon with these people and not to overburden them with taxes beyond their capability.
