Expressing Disapproval with "No, by the Over Turner of Hearts"

SUMMARY: The Prophet Muhammad (PBUH) used to say "No, by the over Turner of hearts" as an expression of disapproval.

Yahya related to me from Malik that he had heard that the Messenger of Allah, may Allah bless him and grant him peace, used to say, "No, by the over Turner of hearts".
وَحَدَّثَنِي عَنْ مَالِكٍ، أَنَّهُ بَلَغَهُ أَنَّ رَسُولَ اللَّهِ كَانَ يَقُولُ ‏ "‏ لاَ وَمُقَلِّبِ الْقُلُوبِ
