This hadith speaks about a powerful lesson in restraint and mercy from Allah. Every night, the sea approaches the land three times and asks for permission to flood it, but each time Allah restrains it out of His mercy. This teaches us that even though we may have power or authority over something, we should use restraint and mercy when dealing with others or situations. We should not take advantage of our power or authority just because we can; instead, we should show kindness and compassion towards others as much as possible.
