This hadith is about fulfilling vows in Islam. It is narrated by Thabit ibn ad-Dahhak that a man came to the Prophet and said he had taken a vow to sacrifice a camel at Buwanah. The Prophet asked if the place contained any idol worshipped in pre-Islamic times or if any pre-Islamic festival was observed there. The people replied no, so the Prophet advised him to fulfill his vow as long as it does not involve any act of disobedience to Allah.
