This hadith is about the importance of praying even when it is raining outside. Ibn 'Abbas, a companion of Prophet Muhammad ﷺ, ordered his Mu'adhdhin to make an announcement that people should pray in their homes instead of going out on a rainy day. Even though Wuhaib did not hear this from Abdullah b. Harith directly, it still shows the importance of praying even when it is raining outside as Prophet Muhammad ﷺ taught us that we should always be mindful of our prayers and not miss them for any reason.
