Establishing Ushr for Watering Crops

SUMMARY: The Prophet Muhammad (PBUH) established the Ushr of what was watered by rain, streams, or other natural channels and half of the Ushr for what is watered by irrigation.

Salim narrated from his father that : the Messenger of Allah instituted the Ushr of what was watered by the heavens and steams, or through natural channels, and half of the Ushr for what is watered by irrigation.
حَدَّثَنَا أَحْمَدُ بْنُ الْحَسَنِ، حَدَّثَنَا سَعِيدُ بْنُ أَبِي مَرْيَمَ، حَدَّثَنَا ابْنُ وَهْبٍ، حَدَّثَنِي يُونُسُ، عَنِ ابْنِ شِهَابٍ، عَنْ سَالِمٍ، عَنْ أَبِيهِ، عَنْ رَسُولِ اللَّهِ أَنَّهُ سَنَّ فِيمَا سَقَتِ السَّمَاءُ وَالْعُيُونُ أَوْ كَانَ عَثَرِيًّا الْعُشْرُ وَفِيمَا سُقِيَ بِالنَّضْحِ نِصْفُ الْعُشْرِ ‏.‏ قَالَ أَبُو عِيسَى هَذَا حَدِيثٌ حَسَنٌ صَحِيحٌ

EXPLANATIONS:
The Prophet Muhammad (Peace Be Upon Him) established a system called 'Ushr' which is a tax on agricultural produce. This tax was to be paid on crops that were watered by rain, streams or other natural channels and half of the Ushr was to be paid on crops that were irrigated with water from wells or canals. This system ensured that farmers who had access to water sources such as rivers and streams would not have an unfair advantage over those who did not have access to these resources. It also provided an incentive for farmers to use their resources wisely and conserve water in order to maximize their profits. This hadith teaches us about fairness, justice, conservation of resources and wise use of resources which are all important values in Islam.
