This hadith is about changing one's intention for performing Hajj to Umrah when entering Makkah. It was reported by Ibn Abbas that Prophet Muhammad ﷺ said that if someone raises their voice in talbiya for Hajj, then comes to Makkah, goes around the House or Ka’bah and runs between Al Safa’ and Al Marwah they may take off their ihram as it will be considered as an Umrah instead of a Hajj. Abu Dawud also mentioned that some companions of Prophet Muhammad ﷺ entered Makkah raising their voices in talbiyah for Hajj alone but he changed it to Umrah instead. This hadith teaches us about being flexible with our intentions when performing religious acts such as pilgrimage or hajj, so we can benefit more from them spiritually and physically.
