Whisper,

as you may know Islam is about spiritual development and good  human characteristics and Qualities.

Our prophet [sallah llahu alaihi wa sallam] said every religion has a certain dominant quality and the quality of my Ummah is hayah [modesty/shyness], which means those who practice the religion properly will develop this quality in themselves as whether they intend it or not. This among other ahadith are signposts for human charachter and right moral behavior, to say a women who doesn't wear the hijab may be better than a women who does is a false conclusion becouse there are degrees to sins some small some great and not wearing the hijab is an enormity in comparison to those women who wear it but do so incorrectly.

Yes there may be some rare women who in there hearts are better than many women whose only good qualities is to outwardly practice Islam but they are full of self contradictions and can never be said to actually be good Muslims but simply good people, as Islam is the submitting of your will to Allah. 

As the prophet described the age we are living in there will be some good but it is mixed with evil.

	Rasul Allah (sallah llahu alaihi wa sallam) said: "Whoever knows himself, knows his Lord" and whoever knows his Lord has been given His gnosis and nearness.
