You are not allowed to kill anyone, unles he or see kill sombody. Even then not you, but the govermnet that have to right to do so with order from the judge.
Even Prophet Muhammad PBUH didn't kill Abdullah ibn Ubay, the king of munafiqun, even though he (the prophe pbuh) 100% knew (Allah swt let him know) that Abdullah ibn Ubaiy was the munfiqun.
