And may I ask what is your motive behind quoting a random verse out of context?
Response: What context are you talking of. I do not know. Please explain further.

111) And may I make it clear to you that to understand this and similar verses it is necessary to know the context and this will most likely be available in the preceding verses.
Response. Please kindly let me the type of Tafsir Books you have. Tell me what was the commentary in one of your books on the verse I quoted. Probably it is you who did not understand what Allah is warning us. I will then tell you what my books said about the verse.

1. Whose hearts? and 2. Whose eyes?

And may I ask what is your motive behind quoting a random verse out of context?

And may I make it clear to you that to understand this and similar verses it is necessary to know the context and this will most likely be available in the preceding verses.

Please read from verse 106 onwards to know Whose hearts and Whose eyes.

106. Follow what has been inspired (revealed) to you from your Lord, none has the right to be worshipped but He, and turn aside from the idolators.
107. Had Allah willed, they would not have taken others besides Him in worship. And We have not made you Hafiz over them nor are you set over them to dispose of their affairs.
Allah commands His Messenger and those who followed his path,

Follow what has been inspired to you from your Lord,
meaning, follow it, obey it and act according to it. What has been revealed to you from your Lord is the Truth, no doubt, and there is no deity worthy of worship except Him,

and turn aside from the idolators
meaning, forgive them, be forbearing and endure their harm until Allah brings relief to you, supports you and makes you triumphant over them. Know -- O Muhammad -- that there is a wisdom behind misleading the idolators, and that had Allah willed, He would have directed all people to guidance,
Had Allah willed, they would not have taken others besides Him in worship.
Allah's is the perfect will and wisdom in all decrees and decisions, and He is never questioned about what He does, while they all will be questioned.

109.And insult not those whom they worship besides Allah, lest they insult Allah wrongfully without knowledge. Thus We have made fair seeming to each people its own doings; then to their Lord is their return and He shall inform them of all that they used to do.
    109. And they swear their strongest oaths by Allah, that if there came to them a sign, they would surely believe therein. Say: "Signs are but with Allah and what will make you perceive that (even) if it came, they will not believe''

110. And We shall turn their hearts and their eyes away, as they refused to believe therein for the first time, and We shall leave them in their trespass to wander blindly.
Thus it is clear that they refers to the idolators

34. O you who believe! Verily, there are many of the Ahbar (rabbis) and the Ruhban (monks) who devour the wealth of mankind in falsehood, and hinder (them) from the way of Allah.

And those who hoard up gold and silver and spend them not in the way of Allah, announce unto them a painful torment.

35. On the Day when that will be heated in the fire of Hell and with it will be branded their foreheads, their flanks, and their backs, (and it will be said unto them:)

"This is the treasure which you hoarded for yourselves. Now taste of what you used to hoard.''

Surah Mulk :

1. Blessed be He in Whose Hand is the dominion; and He is Able to do all things.

2. Who has created death and life that He may test you which of you is best in deed. And He is the Almighty, the Oft-Forgiving;

3. Who has created the seven heavens one above the other; you can see no fault in the creation of the Most Gracious. Then look again. Can you see any rifts

4. Then look again and yet again, your sight will return to you Khasi' {humiliated}, and worn out

Al-Kahf (18:49)
And the Book (one's Record) will be placed

(in the right hand for a believer in the Oneness of Allh, and in the left hand for a disbeliever in the Oneness of Allh),

and you will see the Mujrimn (criminals, polytheists, sinners, etc.), fearful of that which is (recorded) therein.

They will say:
"Woe to us! What sort of Book is this that leaves neither a small thing nor a big thing, but has recorded it with numbers!"
And they will find all that they did, placed before them, and your Lord treats no one with injustice. Al-Kahf (18:49)

47. And (remember) the Day We shall cause the mountains to pass away, and you will see the earth as a levelled plain, and We shall gather them so that We will leave not one of them behind.

48. And they will be set before your Lord, aligned. (He will say:) "Now indeed, you have come to Us as We created you the first time. Nay, but you thought that We had appointed no meeting for you (with Us).''

49. And the Book will be produced, and you will see the criminals, fearful of that which is therein. They will say: "Woe to us! What sort of Book is this that leaves neither a small thing nor a large thing, but has recorded it with numbers!'' And they will find all that they did, present, and your Lord treats no one with injustice
