Baked mashed potatoes with meat

This is my mom's variation of the shepherd's pie that is easy to make.
Ingredients:
For mashed potatoes:
5 lb potatoes
6 tbs of melted butter
1 cup of milk
1 tbs salt + 1tsp
1/2 tsp white pepper
1/4 tsp nutmeg
2lb ground meat
1 medium onion, minced
Salt
1 tsp of pepper
1 tbs tomato paste
1 tbs oil
1/2 cup bread crumbs
5 lb potatoes
6 tbs of melted butter
1 cup of milk
1 tbs salt + 1tsp
1/2 tsp white pepper
1/4 tsp nutmeg
2lb ground meat
1 medium onion, minced
Salt
1 tsp of pepper
1 tbs tomato paste
1 tbs oil
1/2 cup bread crumbs
Preparation:
For mashed potatoes:
1. Peel potatoes and cut into 1in thick pieces
2. Boil water with 1 tbs salt
3. Add potatoes and boil until tender about 10-15 min
4. Drain water and return the potatoes to the heat to allow residual water evaporate, about 3 min
5. With a potato masher, or ricer, mash potatoes
6. Mix melted butter
7. Add milk and mix
8. Add 1 tsp of salt and pepper and nutmeg and mix.
9. In a pan, fry onion until translucent
10. Add meat and cook it until no more red.
11. Add spices and tomato paste and mix.
To assemble:
12. Butter a 9x11in pan and spread half of the mashed potato mixture.
13. Add the meat on top
14. With the remainder of the potatoes, take small amounts at a time, flatten them by hand and lay over the meat, until covered.
15. Sprinkle bread crumbs
16. With a sharp knife draw parallel lines that run diagonally to have a cris-cross shape
17. Bake in the oven at 350 for about 30 min, until the top is golden brown
