"Let's consider socialism," Chavez said. "Let's debate it and build it. I believe that mistakes were in the economic analysis, and there should be social praxis. 21st century socialism should be based on solid human values."

Poverty can also be the result of social corruption not necissarily induced by outside forces but rather the unjust thinking of people based on misplaced fears resulting from closed mindedness which on it's turn is the result of being content with the respective social state and the unwillingness to seek betterment except only on a very selfish way that is not inclusive of the betterment for others and mankind as a whole.

Poverty can be the result of racist and facist pride which is hostile to the strange and different because it views it as threatening (misplaced fear)....this can be used as a source for rebellion and hatred against a stranger, but it would be a very unsuccessful and destructive "ally" in that such a people who might be great in numbers and who suffer from a self induced poverty is bound to fail because of their own corruption. I wonder how Mister Chavez considers distribution of wealth in respect to this group of poor?
