Faith indeed resides in the heart, however it must be confirmed by the tongue and manifested through action. It is not enough to theoretically believe in fasting and eat during Ramadan. If the heart is sound with faith it will lead to sound actions, words and deeds. The Prophet said, 'In the body there is a piece of flesh which, if it is sound, the entire body will be sound, and if it is corrupt, the entire body will be corrupt, and it is the heart.' (Bukhari and Muslim) '
Whoever sought
the pleasure of Allah though it was displeasing to the people then Allah
becomes pleased with him, and will make the people please with him, and whoever
sought the pleasure of the people though it was displeasing to Allah then Allah
becomes displeased with him and will make the people displeased with him.' (hadith on authority of Aisha: Tirmidhi) |

Bismillah,
Assalamualiakum wa rahmatullah,
There is a hadith of the prophet muhammmad sallallahu alaihe wasallam, a strong believer is better than a weak believer, though there is good in both.
Faith lies in the heart and is entailed by the tawid of Allah, regard of the final messenger as His prophet and messenger, along with faith in all the former messengers, all His books, angels, last day and destiny.
A person who does not uphold the details obligatory in Islam, is a weak muslim, however one is not regarded as someone who left belief, unless s/he declares such themselve.
Given this notion, one who does not cover her hair/head or does not dress as per the islamic code is still a muslim. However she must consider the injunctions of islam and try to become a stronger muslimah, adhering to the faith more closely and thus earning the good pleasure of her Lord most high.
And Allah knows best.
